Phenoxyethanol a known Estrogen Mimic Preservative

First off, Phenoxyethanol is a known estrogen mimic and antibiotic preservative. Consequently, it has replaced the standby preservative, Parabens. The bad publicity surrounding parabens forced the change.  The preservative Phenoxyethanol has antibiotic qualities.
